Whether your French license is valid depends on your US state. A resident usually needs a local license, by exam or exchange.

Whether a French driver's license is valid in the United States depends on the state where you live or drive, not on France. The network says it plainly and sends you to your consulate for the details of your state. What France does provide is the paperwork that states ask for.

Visitors and residents

Outside the European Economic Area, a visitor (tourism, business, studies, a mission) can drive with a French license for a limited time; some places want an international permit or an official translation as well. A resident has to get a local license, by exam or by exchange.

Students, trainees, holders of a special residence permit or people on a fixed-term mission settled for less than six months are generally not treated as residents by local authorities.

Documents France provides

To exchange a French license, a state can ask for a secure record of driving rights, the ADCS, which you get from the “Mes points permis” online service.

An international driving permit is requested online from France Titres (ANTS), ideally before leaving France, or in your first months abroad while you still have your usual residence in France; the issuing and shipping costs, 7.25 euros, are paid to the provider.

Losing it, and coming back

A lost or stolen French license is first declared to the local authorities, then registered by the consulate. Living outside the EEA, you drive with a local license and ask for a new French license when you return to France.

Back in France for good, a license first obtained in France has its driving rights restored within a year; a foreign license must be exchanged, or the exam taken again.

Two details that save a trip

The international driving permit is mailed to an address in France, even when you apply from abroad, so plan for someone to receive it there. And the record of driving rights that states ask for, the ADCS, was formerly called the RIR: if an office asks for the old name, it is the same document.

Students, trainees, holders of a special residence permit and people on a fixed-term mission settled for less than six months can also replace a lost or stolen French license online with France Titres, as if they still lived in France.

If you later move from the US to a country of the European Economic Area, a French license with no expiry date, issued before 2013, has to be exchanged for a local one within two years of settling there.

Moving back for good also means customs paperwork for your belongings, and the change of residence certificate is the document customs asks for.
